Design and Layout > Publishing Menu

Your site starts in off-line mode. No one can see it. Click on Publish Website and a pop up will give you the choice to bring your site live.

If you decide you want to make big changes down the road, and don’t want the world to see them before you’re ready, you can go back to off-line mode by clicking “Take Site Offline” and selecting the corresponding choice on the pop up.
